This photo was taken long before the Constitution Center, the National Park Service Information Center and the Liberty Bell Museum were build. You can see the old Liberty Bell Pavilion (where the bell was housed before the museum was built).
The steps on either side led up to archways, each representing one of the 13 original colonies.
